Empanelment of Training Partners for SC Beneficiaries in Maharashtra

1. Introduction & Objective

The Home Management and Care Givers Sector Skill Council of India (HMCG SSC) invites proposals from eligible and established Training Partners (TPs) for empanelment to implement targeted skill development initiatives in the home management and caregiving sector. The primary objective is to deliver high-quality, National Skills Qualification Framework (NSQF) aligned Short-Term Training (STT) in Home Management and Care Giving job roles, specifically targeting Scheduled Caste (SC) youth across Maharashtra to boost formal employment and social inclusion.

3.Mandatory Eligibility Criteria (Pre-Qualification)

3.1. Legal Entity & Background

Registered Office Location: The Training Partner must have its Registered Office located within the State of Maharashtra. Proof of registration (e.g., Certificate of Incorporation, Shop & Establishment license) must reflect the Maharashtra address.

Experience in Skill Sector: The applicant must have a minimum of 5 years of experience in executing skill development training programs under Central or State Government-funded schemes.

3.2. Institutional Ecosystem & Alignments

Skill India Digital Hub (SIDH) Portal Registration: The applicant must be a registered and active Training Provider (TP) on the Skill India Digital Hub (SIDH) Portal with a valid TP ID.

Training Infrastructure: The TP must possess a minimum of 5 functional operational Training Centers equipped with the necessary equipment, classrooms, and IT infrastructure as per NSDC/HMCG SSC specifications.

Trainer Requirements: All proposed centers must deploy trainers who are Training of Trainers (ToT) Certified by the Home Management and Care Givers Sector Skill Council for the respective Job Roles.

3.3. Track Record & Past Performance (Specific Cut-offs)

Overall SC Beneficiary Training Performance: Scheduled Caste (SC) students trained in Maharashtra

Sector-Specific SC Target Performance: Minimum of 2,000 STT candidates specifically within the HMCG Sector targeting SC beneficiaries in Maharashtra during the same tracking timeline.

4.Technical Bid – Checklist of Documents to Submit

7	Human Resources	Valid ToT Certificates issued by HMCG SSC for the active trainers mapped to the centers

5.Scope of Work

1. Mobilization & Screening: Ground-level awareness and screening of eligible SC youth in Maharashtra for high-demand HMCGSSC job roles
2. Training Delivery: Execution of NSQF-aligned interactive classes utilizing certified trainers at the designated centers.
3. Assessments & Certifications: Coordinating with third-party assessment agencies empanelled with HMCG SSC
4. Placement Linkages: Ensuring mandatory placement support as per Common Cost Norms guidelines, aiming for formal career mapping.

6.Proposal Evaluation Methodology

Proposals will undergo a strict two-stage process:

Stage 1: Pre-Qualification/Technical Checklist Verifying the  company , Maharashtra registration, SIDH/HMCG SSC empanelment, SC candidates trained in Maharashtra, 2,000 HMCG-specific SC training count.

 

Stage 2: Final Presentation/Allocation Evaluation Qualified TPs will be evaluated on geographical presence within Maharashtra’s aspirational districts and corporate/institutional tie-ups for placement tracking.
